Who, Is Infected by The Dimen Virus. By Some Miracle (Probably Just the Player's Skill) Stimpy Manages to Get the Legendary Pokémon Under Control After Teaming up with Lucas's Infernape, Dawn's Piplup and Barry's Grotle.
